So given forums 1, 2, 3 & 4

a. Not logged in user – should they see any forums or existenece of forums?
b. Logged in users – majority would have access to forums 1, 2 & 3 , but not know 4 esists
c. Chosen users – access to forums 1, 2, 3, & 4.
