Is this issue still unresolved? I just went through all the steps to install 1.03 and I didn’t do anything other than try to set the time zone to -8 hours and now I can no longer get into general settings. Any suggestions? I would like to replace the options-general file but I fear that it may render the whole installation useless. That is if this little bug has not already done that for me.

I had the same problem and could not log back into my wordpress. Not only am I locked out but when I go to the myphp admin, the tables have been modified and I cannot figure out how to get everything back to normal. Any suggestions?
