When someone goes to a forum they don’t have permission to see, they get a 404 error page.
Is it possible to change the text on this page?

Shouldn’t there be a “report post” functionality so I or any user can mark the above reply as spam for a moderator to look at?

thats all in your theme , create a child theme copy then edit your 404.php file
