Further to this, it happens when I change the permalinks to Pretty permalinks, name-based. Seems that change doesn’t take effect. Changing the permalinks back to None corrects the problem.
So I wrote Options +MultiViews into an .htaccess file in bbPress root directory and that fixed it.

Further to the above, that behavior was from the admin users page of the dashboard.
I also can’t get into any of the topics on the forum itself. Clicking these and also any tags sends me back to the front page of the blog. The URL indicated in the status line of the web browser shows links to non-existent /forums/forum/[slug], /forums/topics/[slug] and forums/tags/[slug] links that simply don’t exist as files in directories.
Looks like it isn’t doing any of the magic stuff to look up the appropriate bb_ tables in the wordpress database, which exist and seem to be OK.
It worked for wp 2.2.2 and bb 0.8.2.
I tried changing the database directly as described, but it didn’t seem to work. I didn’t have much in it so I dropped it entirely via phpMyAdmin and reinstalled, which created a new Key Master. Now, the Dashboard is accessible again.
The ability to delete all key masters is a definite major design bug. The last one must remain protected. Is this to be fixed? And how about calling the first (and last) key master the Owner? After all, it belongs to him or her to do with as he or she wishes.
