I’ve checked my site’s setting to move posts to a second page once they past 9 posts on a topic.
But it’s not working. I ran all the tools one by one to make certain they weren’t miscounted or something. But I’m still getting the same error.

One good example is this topic

It’s not going to a second page at all, and I don’t know what to do.

Try some troubeshooting and also double check in settings > forums in the Topics and Replies Per Page section make sure to set 9 replies per page.
