Are tags in the stock theme “Kakumei” supposed to rotate out? What I was looking for is if you add new tags then they show up and some older tags are hidden or something. Is there a way to keep rotating tags?

No, the top ‘so many’ tags are shown, based on how frequently they’re used. It’s a heat map, to show the most frequently used tags.

Thanks. So if a page with a tag not shown if used frequently will put its tag on the heatmap automatically?

Yes, generally thats how heat maps work.
