I am looking for a way of setting up so users can only make a new topic after repling to 2 or 3 other topics to show they are active in the forum.

nothing I know of out of the box.

On this forum, spam users tend to post 2 or 3 replies before spamming a topic, so I suspect that your approach might not work.

you could use

bbPress – Moderation Tools

to control initial posters, so approve them manually
