When upgrading to RC3, can I just replace the files in the bbPress directory, or do I need to delete the folder, drop the bb_ tables from the database, and then reinstall?

You can replace the files.

I would suggest making a new folder, copying over bb-config.php, .htaccess and the my-templates and my-plugins folders. Then rename the folders and go visit Worked like a champ for me.
