How can a participant edit their profile photo?

If they can’t, then I’d like to remove it so there isn’t that blank generic face showing.

I’ve got a gravatar account (with pic) with an email address that is the same as for my keymaster account for my wordpress.org site. But doesn’t seem to be linked. Any suggestions?

I guess double check and make sure the email is the same.

You can also try and see if a plugin/theme is causing the issue.

Definitely same email. Is there a way to disable it for now?

You can double check to see if cache is causing an issue.

IF you do not want a default avatar to display, you can go to settings > Disscussion and choose blank as the default display in place of an avatar. You can also just choose a generated one instead.
