No password email being setn after registering

Whenever a user tries to register to participate in the forums, they are told:
Registration complete. Please check your email.
Registration is approved by CleanTalk.
As administrator, I then receive an email confirming that a new user has registered and I can see that user in the system. However, they never receive the promised e-mail to complete the registration process. I’ve tried this myself and can confirm there is no e-mail being sent using an e-mail address that I know to work). It isn’t being received and put into a SPAM folder either.
Is this a known issue? Is there a known solution?
