Although participant users CAN create new topics by going to a particular forum, they are still greeted with the message, “You cannot create new topics,” at the bottom of the main Forums page.

Is this a new bug? I never noticed this problem before.

Maybe some plugin conflict with bbpress, try to deactivate other plugin and see the error..

I just disabled all plugins except bbpress, and also changed my theme to Twenty Sixteen. Still same incorrect message, “You cannot create new topics.” User is clearly marked Participant, but I also tried Moderator and am getting same message on main Forums page. This affects multiple users.

Bumping this. I have the same problem. I am using the latest activity version of the main forums page.
Once a user opens a forum, he or she is allowed to create a new topic.
