Hello,
I want to do several actions but I don’t know if it’s possible.
1) Allow forum topics without administrator acceptance.
2) To be able to put emojis in the writing of the subjects.
3) To be able to receive, as administrator, an email for each new subject.

there is no setting

it might be that you need to adjust the moderation settings to stop topics/replies being seen as suspect in

dashboard>settings>discussion>comment moderation

the most popular reason why topics/replies are held is because of too many links
