How to attache photos?

I want my subscribers to be able to attach photos from their computer without having the photo connected to a URL.

How can this be done?

I have another problem. I’v passed all steps and tab “Avatar” was appeared. But if I click on it there is redirect to main page but not avatar-menu. What the problem is?
