How can I add links to the forums page?

Where do you want to add them? Where you’re adding them determines how to do it.

I want to add one for sure right next to where it says “Send Post” right at the bottom. And another on the Profile Menu shall i say next to where it says “Private Messages”

To add things to your bbPress pages, you need to edit the files in your theme’s folder. Just find the template that is displaying the page you’re looking at, and edit the file to put your links in there.
