Forums across multiple sites (Or, Aggregated into One)

I’ve done quite a bit of searching, and so far haven’t come up with anything.
I have a site for my city, and want to set up several neighbourhood sites. I’d like posts from each neighbourhood forum (restaurant reviews, buy/sell, etc) to be automatically posted into the city forum- ideally, people could also post directly into the city forum, but I’m not picky on that. I can’t find an easy way to do this.
I’ve created the City site, but have not created the neighbourhood ones yet. They will have their own domain names, but I’d be willing to create them as sub domains if that makes it easier to do.
Can anyone point me in the right direction? Has anyone done this before? Think craigslist- ability to see all posts for city, or to click on a neighbourhood.
