I have created a forum with category’s but at the moment it seems people can create a topic in the forum but not the category’s. I only want people to create a topic on on of the category’s not the main bit of the forum how do i do this?

BbPress post hierarchy does not allow categories to contain topics, only forums can.

Start with a category that contains forums, with that containing topics.
