City/Country display Plugin

1) Does any one know of a plugin I could use to display the posters location i.e Country or City by using pulldown. I would like the posters location to be visible to all other viewers.
2) Does any one know if there is a plugin for approving or rejecting gravatars/avatars before they are displayed on my forum. I would like to have a bit more control over the type of avatars/gravatars that would appear on my forum.
