I found a solution for this:
I figure out there is only ONE admin user who has keymaster role. I loggedin as that user and I assigned “keymaster” role to the other admins.
so the conclusion is: “moderators” role is not enough to see and modify the “forums”. regardless if that user is WP admin or not!
