is it possible to add a link to NO: 10. Topic Posting Rules in the topic/reply form?

In the text I am saying please read the guidelines first before posting and I would love to link to the guidelines post.

this will give you a link to facebook

so change

https://www.facebook.com/

to the page you want

and

Facebook to the words you want it to say
