Restrict "New Threads" to Certain User Roles?

Is there a way to restrict the creation of new threads in a specific forum section to only certain user roles? I want everyone to be able to see it, but for only certain people to be able to create new threads.

You could put an if statement around the publish button or the whole form with the specific forums.
