Registration email not getting sent and no user is created.

When I enter a username and email address on the registration form and click the Register button nothing appears to happen. No email is sent to the registrant and no new user is added to the forum. I arrive at a login page with a message saying “User registration is currently not allowed.” What do I need to do to get this working?
