Start with
1. You should be aware that many spam filters strip messages that do not come from the correct address. So if your site is mysite.com and your email address in wordpress settings>general is fred@gmail.com then it is likely that messages will be dumped in transit. You need to set up email to come from your site eg fred@mysite.com, your hosting provider can help if needed.
2. Just bbpress?
Then you need to see if this is wordpress wide or just bbpress.
Try https://wordpress.org/plugins/check-email/

I checked both points. I received the test email successfully. So it is bbpress.

AS A TEST ONLY –
Plugins
Deactivate all but bbpress and see if this fixes. if it does, re-enable one at a time to see which is causing the error.
Themes
If plugins don’t pinpoint the problem, as a test switch to a default theme such as twentyfifteen, and see if this fixes.
Then come back
and of course
By default, you do NOT receive emails for your own topics/replies, only if somebody else replies on your subscribed topics
so testing would need two email accounts to prove !

Yes, the default theme fixed it. I am using the Make (child) theme.

I have tested all of this and email notifications are still not being sent.
All other plugins which send emails from the site are working. And, I check with my server support. All logs show email is work correctly from the site, What’s next to try?
I presume you are subscribed to the forums and topics that you are expecting them from – sorry, but 4 years on here and you always ask the obvious 🙂
If you have done ALL of the above, the I would set up https://en-gb.wordpress.org/plugins/bbpress-notify-nospam/ and see if that is sending, which would help reduce the issue further

Yes, notify-nospam is installed. Still no emails sent.
Wait, it does seem to have worked. I’ll begin turning on the rest of the plugins on and see if something causes an issue.
