I had created a forum using BBPres and could work out why new topics weren’t appearing. Someone may have replied with this before but I didn’t find this. I got lucky.

Before you start deactivating plugins, try this.

Go to dashboard > forums, pick the forum you created and under the “discussion” section select “allow comments”

If this doesn’t work I can’t help – I just got lucky trying this and thought I’d share.
