How can i restrict so that only admin can post a thread

There is a plugin that addresses the first issue.

Not sure of an easy way to restrict posting a thread without a few chunks of custom code.

how one can show the nested comments reply to be visible for the Users post from the admin which should only be visible to the user and admin only
