Is it possible, that the user can choose from predefined tags (which are visible to him under the ‘New Topic’ post) when posting a topic?

No, unfortunately not yet… I wish, that it is somehow possible to implement this. 🙁

If anyone has an idea how to do this, he can write here again… thanks!
