I cannot add forums

I reinstall 0.9.0.4 without languages and plugins.
When I try to add a new forum it does not work and shows this message:
Not Acceptable
An appropriate representation of the requested resource /foros/bb-admin/admin-ajax.php could not be found on this server.
Apache/1.3.41 Server at flisol.aprendamos.org Port 80
I do not understand if the problem is in apache or if there are something to change in file permissions, or a problem in the file admin-ajax.php or what? I tried to find something similar in these forums but I do not find anything.
Some help please! What I have to look and change?
