yes you can create new roles with custom capabilities

Hi,
If it can help, my ‘bbP Toolkit’ plugin can lock down (protect) forums based on roles. So you could e.g. leave it up to admins and moderators to create topics, but let all others reply.

i used your plugin, and used the close forum feature. but still participants can still post or create a new topic,

Hi,
The plugin works fine, but on standard bbPress forums. Do use buddypress groups ?

Hi Bruce, then unfortunately it might not work. It works for sure on standard bbPress forums.
