How to add rule above Reply Form

Hello,
I am using bbPress 2.5.13
Please see the screenshot I took from another website. I would like to add a rules section like that above the bbPress Reply form on my site. How do I do that?

my style pack has a setting for this

bbp style pack

dashboard>settings>topic/reply form>item 9
