Getting error when members try to edit replies

When a member on my site tries to edit a reply to a topic, they are given the message: “You cannot post more replies as long as you are the last poster. Please edit your post instead.”
It’s impossible for them to edit a reply, even by adjusting the allowable length of time a user can edit a post.
Could someone let me know how to resolve this issue?
WP version 4.9.6
BBP version 2.5.14
