I would like be able to send email notifications to specific people when new topics or replies are posted.

Exactly like what this plug in does:

However, it was last updated 9 years ago.

Is this plug in still in use? Or is there a newer one?

if those users subscribe to the relevant forums, they will receive notification of new topics.

this plugin subscribes those users to new topics, so they will also receive replies
