Can't reach admin backend

Trying to restore old 0.9 setup after failed upgrade, but I can’t reach the admin backend. It lets me login but when I click the Admin link, I get returned to the public home page. Have disabled all htaccess files above, tried direct paths to files in the bb-admin directory, but nothing works.
Any ideas?
