It does not but maybe I am not using this correctly.

Basically, I created a topic as sticky. On my topics index it appears at the bottom of all the topics.

I followed your link above. I only marked…..
“Recalculate the sticky relationship of each topic”

Do I need to do anything else?

That only applies to COMMENTS generated and not ton new/reply posts.I need to prevent all forum postings as it is unnecessary duplication of content.
