After I’ve installed bbPress 2.6 the issue with creating new theme by anonymous user disappeared.

Excuse me. I’ve found the answer.
Regarding Windows Server 2008 r2 computer, translation started working fine and only one, but important thing for us, still does not work – anonymous user can’t create new theme on forum.

On my local computer where everything worked fine, I’m trying to update WordPress in Russian, but got the following:

As you can see there is fatal error. What’s going on and how to fix it?
On Windows 7 64-bit everything works fine.
Here’s the list that contains some of the issues:
– There is some message about issues with ports that Apache uses, but Apache started (green color in XAMPP).
– Some words are in English and some are in Russian.
– I can’t create new topic as anonymous user.
The mod-rewrite is enabled on Apache. Do you mean I should install IIS’ URL Rewrite module as well that is the mod-rewrite on Apache is not enough?
