fixed it—
htaccess problem. damned hidden files. If anyone else ever has this problem: make sure the .htaccess file makes it on the upload. Folders dragged into an FTP client from MAC OSX’s finder will leave hidden extensionless files behind. Upload the hard way through your FTP client.
