Oops… Looks like I got my BP’s confused again. I should have been posting this in regards to buddy press and not bbpress. My apologies for getting the two mixed up.
Unless you have the power to move this over to buddy press, you can go ahead and mark this resolved/closed.
I have looked around. Profile builder (https://wordpress.org/extend/plugins/profile-builder/) will allow me to do what I want, but I have to redirect the page or something to that extend. I was looking for a way to just to allow users to change their signature and not their display name.
Still hoping, someone somewhere has an answer to this and they will post here shortly.

Most of what I have come across is over three years old. Is this problem/issue easy to solve? or already solved. And I am just looking in all the wrong places?

I too am curious about preventing regular (non-admin) users from changing their display and/or names.
