it could be a theme or plugin issue
Themes
As a test switch to a default theme such as twentytwenty, and see if this fixes.
Plugins
If that doesn’t work, also deactivate all plugins apart from bbpress and see if this fixes. if it does, re-enable one at a time to see which is causing the error.
If you cannot do this to your site (say because it is live) then use the ‘troubleshooting’ features of this plugin to let you test without affecting other users

Thank you so much for your time and info. The plugin you suggested worked perfectly. It was the All In One SEO plugin that caused the issue.
I’ve now disabled that plugin and the Forum etc. show up in the Dashboard.

I’m having the same problem, and I am using twenty-twenty theme.
When I activate BBPRess, I get a message stating that it hasn’t been tested on my version of WordPress, currently up to date on version 5.7.
I’ve deleted BBPress and re-installed and activated it, and the commands still don’t appear.
I suggest you use the plugin suggested by Robin W. It worked for me once I found which plugin was causing the issue

Disabling All in One SEO allowed the commands to appear. Reactivating All in One SEO dod not make them disappear again. All is good.
