How to make access to private forum paid?

Dear All
I want the user to pay to access one of my forums sections

and is it possible that only the admin the author can see and access the topics? the topic author and the admin only can see and interact inside the topic

Private groups

will get you most of the way there. You could then link your purchases to joining a group, but you’ll need a hook from whatever payment/membership plugin you are using
