I am trying to set up a forum where the public can see it but users must register to use it. I might be daft, but I can’t seem to figure out how to set up this part of things. Can this be done? Do I need an additional plug in to do this?

There is an option in Settings > Forums to allow/disallow annonymous posting. Set this so that users are required to login in order to post in the forums.

You can show a registration form with the [bbp-register] short code.
