Tags problem

Hi,
I have a problem with the tags on my Bulgarian (cyrillic) forum. The tags are not included in the Google index, becaous google get an error when try to crawl it.
When I using "Fetch as Googlebot" tool in Google Webmaster Tools, the bot returns this:

SO I think this is very big problem with the forum! Does anyone know a solution for this problem?

I've often wondered about indexing the tag pages anyway and wondered if there was a duplicate content penalty from Google. For WordPress, the Robots Meta plugin by Joost recommends
noindexfor tag pages. That doesn't resolve your problem but I wonder if getting them indexed is the solution to any problem or if they shouldn't be indexed in the first place. -
