Stickies are great; tags are great; but they don't work together. How about being able to make a topic sticky within any or all of it's tags?
Thus, tags would become a more useful form of soft-forum, and sub-forums (or even forums) might be obviated.

I'd followed-up on this idea a while later with a sub-forums think-aloud which might also be of interest.
