Need help figuring out why CSS changes don't affect the site

In the header, the one that is either a login or a welcome message, the text does not change. By making every single url color white, I was able to get that text to be white. How do I change just that text color, size, and font weight?

I recommend using the Firefox browser with the insanely awesome Web Developer Toolbar from Chris Pederick. You can make the changes on the fly, be sure they take, then update your CSS.
