Manually activating plugins

   How can I manually activate plugins in 0.9 that I deactivated when trying to upgrade? Is there a config file somewhere, or in the database?

   I tried to revert after the failed upgrade, and now I can login but I can't reach the backend, I get sent back to the public home page.
