How can I establish automatic (default) email notification for all our registered users, which they can opt out of? We just created a new website for our group and the users are not getting any emails unless they subscribe to the individual topics.

Also, as administrator, how do I send out a group email?

Not possible – closest is the opt-in Forum subscriptions with 2.5 or the New Topic Notifications plugin which requires one to add email addresses manually.
