Edit Text in Add New Topic page

   When my users are adding new topics, I want to give some tips for what kind of Topic Title , description and tags should be used in Add New Topic Page like this....

   Topic Title (Use Only English)
   Post ( Not more than 500 char)
   Tags ( Input your specialization)

   That means whatever in the bracket will add to existing template... please suggest any plugin or where can we edit this template...
