Luego de dar vueltas me di cuenta que en el archivo bb-config.php, precisamente antes de la última línea a modificar "define( 'BB_LANG', 'es_ES' );" se encuentra la explicación, que no es otra cosa que incluir el archivo es_ES.mo en una carpeta o fichero de nombre my-languages a colocar en el archivo raiz de bbPress, (y no dentro de bb-includes).
